The latest compliance report from June 2012 from Visa says, the percentage of Level 1 merchant who are compliant with PCI standards fell from 98% to 97%, Level 2 was up from 92 % to 93%, and Level 3 went up 1% from 59 to 60. Level 4 has always lagged behind and there are no measureable statistics for them.
